The target design is intended to use one-time hard-to-predict values for nonces, salts, audit trace seeds, challenge tokens, anti-replay controls, and delivery tokens through a pluggable randomness-provider architecture. Any implementation or provider evaluation requires separate implementation and security review, vendor access, licensing, and deployment approval. The default design assumes system-level cryptographically secure randomness. This supports record integrity and traceability; it is not quantum certification, identity recognition, legal determination, infringement determination, fraud determination, or automated decision-making.
